PCL Selected for $1.5 Billion Toronto Pearson Terminal Modernization Program

Toronto Pearson International Airport is advancing another major phase of its long-term capital improvement program with the selection of design and construction partners for a $1.5 billion terminal modernization effort. The investment will upgrade key passenger facilities while allowing Canada's busiest airport to remain fully operational during construction.

Terminal Revitalization Program

The Greater Toronto Airports Authority has awarded the Terminal 1 and Terminal 3 Revitalization Program to NORR-DIALOG, a joint venture between NORR and DIALOG, along with PCL Construction as Construction Manager at Risk.

The program includes modernization of aging airport infrastructure and improvements to passenger experience through expanded terminal areas, upgraded gate facilities, renovated check-in spaces, enhanced baggage handling systems, improved customs and immigration areas, advanced security screening and additional passenger amenities, including lounges and charging stations.

Construction will be delivered in multiple phases to minimize disruption to airline operations and travelers.

Expanding Pearson LIFT Modernization

The terminal revitalization represents the second major construction package under Toronto Pearson's Pearson LIFT program, a long-term initiative to modernize the airport's infrastructure.

Earlier this year, the airport launched a separate $3 billion investment focused on airside infrastructure and baggage systems. Together, the programs are intended to improve operational efficiency, accommodate future passenger growth and enhance the airport's long-term performance.

PCL Construction will oversee project delivery while NORR-DIALOG leads planning, architecture, engineering and integrated design services.
