Plans Unveiled for 1,775-Unit Potomac Overlook in Rosslyn

Quadrangle Development Corp. has unveiled plans for Potomac Overlook, a large-scale, transit-oriented mixed-use residential project proposed for a prominent waterfront site near the Key Bridge connecting Rosslyn, Virginia, and Washington, D.C.

According to a Jan. 6 press release shared with Multifamily Dive, the development is planned for the 5.5-acre former Key Bridge Marriott site and will include 1,775 apartment units, a 200-key hotel, and a network of publicly accessible green spaces spread across five slender towers.

The D.C.-based developer said the tower design is intended to preserve and enhance public sightlines to the Potomac River and the U.S. Capitol while activating a highly visible gateway into Arlington County. The former hotel was demolished in 2025 after falling into disrepair, and the vacant waterfront parcel was assessed at $47.5 million last year, according to ARLnow.

“This is an exceptional opportunity to activate an incredible property at the center of so much activity in Rosslyn and the entire DMV,” said Christopher Gladstone, president of Quadrangle, in the release. “Our design purposefully invites the public in to enjoy this unique water view property offering outstanding views over the Potomac River and toward the Nation’s Capital.”

Quadrangle said the proposal responds to strong housing demand in the Rosslyn area, where residential growth has outpaced new supply in recent years. Plans call for parking to be placed underground to maximize open space above grade, including landscaped seating areas, public art, and pedestrian and bicycle connections linking to the Custis Trail and nearby Gateway Park.

The development team includes architect DCS Design, civil engineer Vika Virginia, aviation consultant Federal Airways & Airspace, and land use law firm Walsh, Colucci, Lubeley & Walsh. Quadrangle is serving as development consultant on behalf of Claros Mortgage Trust, which holds the defaulted first-lien mortgage on the property, according to Bisnow.

Zoning applications for Potomac Overlook were submitted in late December and are currently moving through Arlington County’s review process, the developer said.

If approved, the project would represent one of the largest multifamily developments proposed in the greater Washington, D.C., region in recent years, reshaping a long-vacant waterfront site into a dense residential and hospitality hub adjacent to major transit and regional trail connections.
