Owners managing complex capital improvement programs continue increasing reliance on advisory and owner representation firms to support procurement, planning and project oversight across education and public-sector construction markets.
Prolégo Consulting Solutions appointed Tim Miller as senior vice president as the company expands its leadership team supporting strategic capital programs and organizational planning initiatives.
In his new role, Miller will help direct Prolégo Consulting Solutions’ growth strategy and support clients involved in program management, owner representation and advisory services.
The company provides consulting support for organizations overseeing construction programs, long-range capital planning and operational coordination.
Miller brings more than 30 years of experience spanning public education, nonprofit leadership and state government administration.
Before joining Prolégo Consulting Solutions, Miller served as executive director of the Uvalde Moving Forward Foundation, where he coordinated fundraising and development activities supporting the Legacy Elementary School project in Uvalde, Texas.
The foundation raised more than $60 million tied to the school’s design and construction efforts.
Miller also previously held leadership positions with the Charles Butt Foundation, Raise Your Hand Texas and the Texas Education Agency. In addition, he served as superintendent of Cleburne Independent School District.
His academic background includes a doctorate in educational leadership from The University of Texas at Austin, along with postdoctoral studies focused on educational leadership through Harvard University.
Construction owners and institutional clients increasingly use advisory and owner representation firms to manage budgeting, procurement coordination, stakeholder engagement and capital program delivery.
For contractors, developers and design-build teams, these consulting groups often play a significant role in project planning and owner-side decision-making throughout large public-sector and education construction programs.
The expansion of owner advisory services has paralleled broader growth in education and institutional construction activity across Texas markets.
