South Dakota DOT Begins $2.2M Highway 28 Reconstruction Project in Toronto

The South Dakota Department of Transportation has launched a $2.2 million roadway reconstruction project on South Dakota Highway 28 in Toronto, with construction officially beginning April 9.

Initial work includes the placement of traffic control measures, with full roadway construction expected to begin April 13, weather permitting.

Half-Mile Urban Reconstruction Planned

The project will reconstruct approximately half a mile of Highway 28 within city limits. Planned improvements include grading, storm sewer installation, roadway lighting and asphalt surfacing.

In coordination with the highway work, the city of Toronto is undertaking a separate utility project to replace the watermain along the same corridor, aligning infrastructure upgrades to minimize long-term disruption.

Bowes Construction Inc., based in Brookings, is serving as the prime contractor for the project. Completion is scheduled for Nov. 6, 2026.

Traffic Maintained During Construction

To reduce disruption, the highway will be constructed one half at a time, allowing two-way traffic to continue throughout the duration of the project. Temporary roadway access and pedestrian pathways will also be maintained for local residents and businesses.

Transportation officials emphasized that safety and accessibility will remain priorities during construction, with traffic controls and phased work zones designed to support steady travel through the area.

Ongoing Updates and Public Access

Motorists and residents can access project updates, timelines and maps through the SDDOT website. The department is also offering a text alert system to notify subscribers of major traffic changes during construction.

The project reflects SDDOT’s broader mission to provide a safe and efficient transportation system while modernizing critical infrastructure across the state.
