
Maritime infrastructure at Naval Station Newport will undergo a major replacement under a $271 million federal construction contract awarded to Skanska. The project will provide new berthing infrastructure for four U.S. Coast Guard Offshore Patrol Cutters while adding utility and site improvements at the Rhode Island installation.
The contract was awarded by NAVFAC Mid-Atlantic, with construction scheduled to begin in October 2026.
The project will remove the existing Pier 1, which measures approximately 100 feet wide by 1,580 feet long. In its place, Skanska will construct a new pier measuring about 80 feet wide by 1,000 feet long.
The replacement facility will be designed to berth four Offshore Patrol Cutters and provide infrastructure required to support vessels while they are docked.
Planned systems include electrical substations, water and wastewater connections and a compressed air system. The construction program also calls for underground utilities and other site improvements.
In addition to the pier replacement, the project includes approximately 290 feet of new bulkhead construction and dredging work within the active naval facility.
The work is located near a separate $147 million NOAA OMAO Ship & Support Facility that Skanska is also delivering at Naval Station Newport. The two projects place multiple major maritime construction activities within the same installation.
The new Coast Guard pier is scheduled for completion in March 2030.
The contract represents a significant federal investment in maritime infrastructure supporting Coast Guard operations. For contractors and owners involved in federal marine construction, the project also illustrates the scope of work involved in replacing aging waterfront infrastructure at active military installations, including marine structures, dredging, utilities and vessel-support systems.
