SMACNA Reports More Than $3 Billion in September Construction Awards

Federal construction contracting remained active through the end of fiscal 2026, with multiple large-scale awards covering military facilities, federal buildings, environmental work and civil infrastructure. Construction awards reported for Sept. 8 through 17 included several contracts valued at more than $100 million, along with a $1.05 billion multiple-award vehicle available to 46 firms.

Major Military Construction Contracts

Several of the largest awards involved Department of Defense facilities. Consigli Construction received a $364.87 million firm-fixed-price contract, with options bringing the potential value to $373.52 million, for construction services under the Marine Corps Barracks Initiative at Marine Corps Air Station Cherry Point in North Carolina. The project is scheduled for completion in August 2030.

BL Harbert International received a $207.92 million contract, with options increasing the potential value to approximately $219.97 million, for an aircraft maintenance hangar at Marine Corps Air Station Beaufort in South Carolina. Completion is scheduled for December 2029.

Other major military facility awards included a $223.58 million programmed depot maintenance facility in Oklahoma City awarded to Harper Construction and a $117.79 million enlisted personnel housing project at Fort Myer, Virginia, awarded to Clark Construction Group.

Hensel Phelps Construction received a $99.05 million contract, with a cumulative value of $107.17 million, for the Ground-Based Strategic Deterrent Integrated Training Center at Francis E. Warren Air Force Base in Wyoming.

Federal Facility and Infrastructure Work

The Army also established a $1.05 billion multiple-award contract for facility sustainment, renovations and repairs. Forty-six firms will compete for individual orders under the five-year contract, with work locations to be determined as orders are issued.

Other September awards covered a broad range of federal construction requirements. Amentum Technology received a $150 million indefinite-delivery contract for the design, procurement and installation of a Survivability Test Stand at Holloman Air Force Base in New Mexico. Modula S received a $350 million indefinite-delivery contract covering the design, supply, installation and support of Holistic Health and Fitness facilities and related systems.

Environmental and civil infrastructure work also accounted for several awards. HGL-APTIM Technologies JV received an $9.61 million contract for remedial action at the former Plum Brook Ordnance Works in Ohio, while Great Lakes Dredge and Dock received a $28.46 million contract for the fiscal 2027 South Atlantic Division regional harbor dredge program covering locations in Georgia and North Carolina.

Additional awards included an $82.47 million Department of Agriculture research facility in Lexington, Kentucky, and a $33.01 million collective training barracks project at Devens, Massachusetts.

The September awards demonstrate continued federal demand for construction services across military facilities, housing, research infrastructure, environmental remediation and civil works.

For contractors and owners pursuing federal work, the awards also show the range of procurement structures being used, including firm-fixed-price contracts, indefinite-delivery contracts and multiple-award vehicles.
