
Growing demand for rail modernization and technology upgrades is increasing the need for experienced program leadership across major transportation investments. STV has added David Costello to its Transportation North operating group to support clients and strengthen delivery of complex rail and transit programs.
Costello will work with transportation clients throughout the Northeast as a vice president and program manager. His more than three decades of experience spans major transit and rail technology initiatives across North America.
His background includes communications-based train control systems, fare collection modernization, rail communications infrastructure and enterprise program management.
Before joining STV, Costello directed large transit technology portfolios and managed infrastructure programs valued at multiple billions of dollars. He also led multidisciplinary teams and supported AI-enabled initiatives focused on customer service and organizational knowledge management.
Costello established and managed project management office functions responsible for approximately $1 billion in active transportation projects. He holds a bachelor's degree in electrical engineering from New York University and an MBA in finance from NYU's Stern School of Business.
The appointment adds senior program management experience to STV's rail and transit operations as public agencies continue investing in system expansion, technology modernization and infrastructure improvements. Costello's experience across rail technology and large-scale program delivery is expected to support clients managing complex transportation initiatives.
