Utilities across the United States continue to invest in modernizing aging water infrastructure while addressing operational resilience and regulatory requirements. STV has strengthened its water leadership team with the appointment of Jim Mueller as national utility management market leader and senior client services manager.
In his new position, Mueller will lead client engagement for STV's water operating group throughout the Northeast while helping expand the firm's utility management capabilities.
His responsibilities include supporting owners in the planning, design and operation of water, wastewater and stormwater systems with an emphasis on improving infrastructure performance, operational efficiency and long-term system resilience.
The appointment aligns with increasing demand for integrated utility management as public agencies address aging assets, climate resilience and funding challenges.
Mueller brings more than three decades of experience managing major water and wastewater programs.
Most recently, he served as executive director of the Passaic Valley Water Commission, overseeing a utility that supplies more than 100 million gallons of drinking water daily to over 800,000 residents in northern New Jersey. During his tenure, he managed a five-year capital improvement program valued at approximately $900 million and advanced data management initiatives to improve utility operations.
Earlier in his career, Mueller spent more than 20 years with the New York City Department of Environmental Protection, where he managed large-scale infrastructure initiatives, including combined sewer overflow improvements, wastewater treatment upgrades and water treatment projects.
