
The completion of a consolidated public safety facility gives the City of Norcross expanded space for police, court and emergency communications operations while adding technology and community-oriented functions. The project represents a major municipal capital investment and provides purpose-built infrastructure for public safety services.
The approximately 42,000-square-foot Norcross Public Safety Building houses the Norcross Police Department, Municipal Court and dispatch operations within a single facility.
STV, working with Turner & Townsend Heery, served as project manager and represented the city during design and construction. The project team coordinated city officials, police personnel, the architect, contractor and other project partners throughout delivery.
The building includes a 200-person courtroom, a 2,600-square-foot community room and dedicated spaces supporting mental health services. Secure operational areas accommodate police and court functions, while unfinished space on the second floor allows for future expansion.
The facility also includes a quiet room near the dispatch center for emergency communications personnel and expanded mental health spaces supporting the police department's two full-time clinicians.
Technology infrastructure is a central component of the facility. A real-time crime center provides a centralized location for coordinating emergency response using live camera feeds and other information. An outdoor area also provides the potential for future drone operations.
The building's public-facing spaces were designed to accommodate community activities in addition to government functions. The multipurpose community room overlooks Buford Highway and can host public meetings, events and other programs. A martial arts studio is another community-oriented component of the facility.
The project also marked Norcross's first use of a dedicated program manager for a capital project. STV's role included coordinating operational requirements with design and construction decisions and providing city leaders with project visibility related to schedule, budget and delivery issues.
The Norcross Public Safety Building combines law enforcement, court and emergency communications functions with technology and flexible space within one municipal facility. For public-sector owners, the project demonstrates how a civic building can accommodate secure operations while incorporating public meeting areas, employee support spaces and capacity for future technology and staffing needs.
