Infrastructure programs increasingly require coordinated oversight of budgets, schedules, risk and project documentation as owners manage larger and more complex capital investments. STV has expanded its project controls leadership with the promotion of Craig Phelps to vice president and project controls director, giving him responsibility for strategies supporting design and project management operations.

Expanded Role for Project Controls Leadership

Phelps will lead efforts focused on integrating project controls into infrastructure delivery and improving financial and operational oversight. His responsibilities will include strategies intended to coordinate project information and performance management across the project lifecycle.

Phelps has more than 25 years of experience developing, implementing and managing project systems. His background includes project planning, work breakdown structures, budgeting, earned value management, document management, team coordination and performance reporting.

His experience covers large-scale infrastructure programs, providing a background in both project delivery systems and operational processes. Phelps holds a Bachelor of Science degree in business administration and management from California State University, Fullerton.

Coordinating Cost, Schedule and Risk

STV's project controls organization brings together several disciplines that can affect project execution and financial performance. These include scheduling, estimating, cost engineering, risk management, document control, procurement and value engineering.

The approach is designed to connect cost, schedule and risk information within project delivery activities. For owners and project teams, these functions provide a framework for monitoring performance and identifying issues that can affect planned budgets or schedules.

The project controls group has been involved in major infrastructure programs including the New York Police Academy, the Delta Sky Way Program at Los Angeles International Airport and the MBTA Green Line Light Rail Extension in Boston.

The promotion comes as project controls has become an increasingly integrated component of infrastructure program management. Coordinating project data across planning, design and delivery can help project teams maintain visibility into cost and schedule performance throughout a program.

Why It Matters

For owners and contractors managing complex infrastructure programs, project controls can connect financial management, scheduling, risk assessment and documentation within a common project framework. STV's appointment of Phelps places those functions under dedicated leadership while maintaining coordination with design and project management activities.

The expanded leadership role also reflects the range of project controls disciplines required on major infrastructure programs, where cost, schedule, procurement and risk information must be managed alongside technical project delivery.
