
Dallas Area Rapid Transit is upgrading the digital systems used to manage its capital program as the agency advances a broader modernization effort across its light rail network. STV, working in a joint venture, is helping DART replace legacy project-management processes with an integrated platform designed to improve project information, financial tracking and delivery oversight.
As program manager, STV is supporting DART’s System Modernization Program, which addresses aging infrastructure, accessibility and improvements to the transit system across the Dallas-Fort Worth region.
A central component of the work is the modernization of DART’s Program Management Information System. STV is working with agency stakeholders in areas including finance and procurement to configure Kahua as the new enterprise-wide PMIS.
The implementation includes new processes and procedures intended to move project documentation into the system earlier. The approach is designed to improve financial reconciliation, reduce coding errors and provide management with more timely information about capital projects.
STV is also helping DART transition toward model-based project delivery. The work includes developing Building Information Modeling standards, coding requirements and contract language, as well as establishing the BIM environment for early implementation.
DART’s light rail vehicle maintenance facilities modernization is expected to serve as the first BIM pilot project, with work scheduled to begin in 2027.
The digital delivery framework is intended to connect project information and controls across the capital program, giving project teams and agency leadership a more coordinated approach to managing modernization work.
Large transit capital programs require coordination across design, construction, finance, procurement and project controls. DART’s move to an enterprise PMIS and standardized BIM processes shows how transportation agencies are integrating digital systems into capital program management.
For owners and contractors, centralized project information and model-based delivery can affect documentation, financial controls, coordination and reporting throughout the project lifecycle.
