Transportation infrastructure programs in Virginia are creating demand for experienced engineering and project leadership, particularly across highway, bridge, rail and multimodal work. STV has expanded its Virginia leadership team with the appointment of Todd Childress, PE, to oversee transportation operations in the Virginia Beach market.

Childress will serve as vice president and Virginia Beach area manager. His responsibilities include business development, transportation operations and coordination of STV's work with the Virginia Department of Transportation.

Virginia Beach Transportation Leadership

Childress brings more than three decades of experience in transportation infrastructure. His background includes highway, bridge, tunnel and rail programs involving VDOT, the Chesapeake Bay Bridge-Tunnel District and the Virginia Passenger Rail Authority.

In his new role, Childress will lead STV's transportation activities in Virginia Beach while supporting operations elsewhere in the Commonwealth. His responsibilities with VDOT will include client service and coordination associated with the firm's work for the state agency.

Childress holds bachelor's and master's degrees in civil engineering from Old Dominion University.

Expanding Virginia Infrastructure Operations

STV has maintained a presence in Virginia's transportation market for more than six decades, working on highway, rail, transit and multimodal infrastructure programs.

Its Virginia portfolio includes the Long Bridge South Package in Arlington, the Hampton Roads Bridge-Tunnel Expansion in Hampton and Norfolk, and the Quantico Station Expansion in Quantico.

The appointment follows STV's expansion of its regional office footprint, including new locations in Virginia Beach and Washington, D.C., alongside established offices in Fairfax and Richmond.

Why It Matters

For transportation owners and public agencies, experienced leadership can be important as infrastructure programs require coordination across planning, design, engineering and project delivery. Childress' background across multiple transportation modes gives STV additional senior leadership capacity in a market with ongoing highway, bridge, rail and transit activity.

The move also places a dedicated senior leader in Virginia Beach, strengthening STV's local presence for transportation work in Hampton Roads and across the Commonwealth.
