Transportation agencies and contractors continue to prioritize rehabilitation of aging urban highway infrastructure as traffic volumes and mobility demands increase across major metropolitan corridors.

STV reported that the Construction Management Association of America’s Metro New York/New Jersey Chapter recognized the company with a 2025 Project of the Year Award for its role in rehabilitating the Van Wyck Expressway viaduct in Queens, New York.
The award recognized work performed within the Transportation/Design-Bid-Build/Greater Than $100 Million/Construction Manager category.
The project involved reconstruction of a 1.5-mile elevated viaduct carrying the Van Wyck Expressway over the Long Island Expressway, a heavily traveled interchange serving commuters, freight traffic and airport travelers.
STV served as construction manager as agent for the New York State Department of Transportation, providing resident engineering, office engineering and construction inspection services on the approximately $125 million program.
Project work included replacement of more than 236,000 square feet of concrete deck, rehabilitation of steel and concrete substructures, replacement of 18 concrete piers and installation of a jointless link slab deck system.
Additional upgrades included lighting improvements, parapet wall replacement, sign structure installation and intelligent transportation systems enhancements.
Construction teams operated within constrained staging conditions while maintaining active traffic flow through one of New York City’s busiest transportation corridors.
According to STV, the project incorporated adaptive sequencing strategies, digital inspection technologies, ultrahigh-performance concrete link slabs and precast deck elements intended to improve durability and reduce future maintenance requirements.
The team also used accelerated bridge construction methods during weekend closures to rebuild ramp decks while limiting disruption to motorists.
Construction activities were coordinated around regional travel demands and major events throughout the project duration.
The Van Wyck Expressway corridor serves as a primary connection between Queens, Midtown Manhattan and John F. Kennedy International Airport while also supporting access to major sports and entertainment destinations.
For transportation owners and contractors, large-scale urban rehabilitation programs increasingly require phased delivery strategies, traffic management coordination and accelerated construction methods to minimize impacts on the traveling public.
The project reached completion in July 2024 within the original contract value and scheduled delivery timeline despite heavy traffic conditions and limited work areas.
