Bond Program Targets Districtwide Facility Needs

Large school capital programs require coordinated planning, procurement and construction oversight across multiple projects, creating significant demands for owners, contractors and project delivery teams. STV has been selected to provide program management services for Dallas Independent School District’s $6.2 billion 2026 Bond Program.

Dallas ISD voters approved the bond program in May 2026. The initiative represents the district’s largest capital investment and will fund the replacement of 26 schools while supporting modernization work across the district.

The program also aims to remove 700 portable classrooms currently serving nearly 10,000 students. Many of the district’s existing facilities average about 70 years old.

Planned improvements include safety and security upgrades, technology enhancements, transportation improvements and upgrades to physical education facilities.

STV to Support Program Delivery

STV will provide services covering planning, design, procurement and construction oversight, along with program controls, cost management, scheduling and stakeholder coordination.

Managing these functions across a large portfolio can help Dallas ISD coordinate individual projects while maintaining consistency in budgeting, scheduling and procurement. The program management structure will also support tracking project performance and managing risks as work advances across multiple campuses.

The scale of the investment will require coordination among district leadership, design teams, construction partners and other stakeholders throughout implementation.

School Infrastructure Investment Creates Construction Opportunities

Dallas ISD’s bond program reflects broader investment by school districts seeking to replace aging facilities and upgrade campuses for current educational, technology, safety and operational requirements.

For contractors and design professionals, districtwide capital programs can generate opportunities across architectural, engineering, construction management, specialty contracting and material supply markets. Owners, however, must manage procurement, scheduling, construction costs and workforce availability across multiple projects.
