STV Supports SEPTA Frazer Rail Maintenance Facility Expansion

The expansion of a major SEPTA Regional Rail maintenance complex is designed to increase fleet servicing capacity while keeping the existing facility operational throughout construction. STV is providing multidisciplinary design services for the Frazer Rail Shop and Yard Expansion in Pennsylvania, nearly four decades after designing the original facility.

The multi-phase modernization program addresses inspection, cleaning, servicing, maintenance and storage requirements as SEPTA prepares its infrastructure for future fleet needs. The work also incorporates improvements to existing infrastructure and new operational facilities.

Frazer Facility Expansion Adds Maintenance Capacity

The Frazer Rail Maintenance Facility serves as a maintenance, servicing and storage hub for SEPTA’s Regional Rail system. The expansion includes improvements to shop and yard operations, inspection and servicing areas, and supporting infrastructure.

Planned facilities include a new train wash and yard master building. The improvements are intended to increase the complex’s capacity to handle maintenance activities while improving the efficiency of inspection and cleaning operations.

The program also includes ADA-related improvements and infrastructure upgrades that integrate new facilities with the existing maintenance complex.

STV’s design services cover architecture, civil, structural, track and systems, electrical, mechanical, geotechnical and industrial engineering.

Construction Must Maintain Active Rail Operations

A key challenge is delivering the improvements while the Frazer facility continues supporting SEPTA’s operating fleet.

The project is using a phased and fast-tracked approach to sequence construction around active rail operations, maintenance activities and existing support functions. Planning and constructability considerations are being incorporated to maintain operational continuity as new infrastructure is introduced.

The approach requires coordination among STV’s engineering disciplines, construction teams, SEPTA operations personnel and other project stakeholders. New systems and facilities also must be integrated with infrastructure that has been in service since the original facility opened in 1986.

STV’s previous involvement with Frazer provides project-specific knowledge of the site and its existing infrastructure, supporting the current modernization effort.

Upgrades Support Regional Rail Operations

The expanded maintenance complex is intended to provide SEPTA with additional capacity for inspection, servicing and fleet maintenance as Regional Rail requirements evolve.

Improvements to maintenance infrastructure can also support the long-term operation of the broader rail network by providing additional facilities for equipment servicing and cleaning. For SEPTA, the project combines new construction with upgrades to an established rail-maintenance site rather than replacing the existing complex.

Why It Matters

The Frazer expansion illustrates the infrastructure requirements behind regional passenger rail growth. Maintenance facilities must accommodate fleet requirements while remaining operational during construction.

For transit agencies, phased modernization can allow critical maintenance functions to continue while capacity and infrastructure are expanded. The Frazer project also demonstrates how existing site knowledge can inform upgrades to long-serving rail facilities.
