
The modernization of a 19-story public housing development in Brooklyn will combine building-system upgrades, apartment renovations and resident-focused improvements under a progressive design-build delivery approach. STV and Technico Construction Services have been selected for the 209-unit Hylan Houses project by the New York City Public Housing Preservation Trust.
The modernization will address deferred maintenance throughout Hylan Houses, including environmental remediation, apartment improvements and upgrades to mechanical, electrical and plumbing systems.
The project team will also evaluate improvements to heating reliability, indoor air quality, accessibility and resident safety. Potential improvements to shared spaces include playgrounds, balconies and green areas, with priorities informed through resident engagement.
Preservation Logistics will oversee resident engagement and relocation coordination during the modernization.
Hylan Houses will be the Trust's first project to use progressive design-build. Under the delivery model, the Trust, residents, designers and construction team will work together during the early stages to develop the project's scope, design, schedule and cost.
Final construction scope and pricing will be established as design and project conditions are further developed. The approach is intended to allow project decisions to account for existing building conditions and resident priorities before construction work is fully defined.
The project is one of four developments advancing through the Trust's modernization program, which provides access to federal funding and financing tools while maintaining the properties as permanently public housing.
The project team includes Section 3-certified partners and will prioritize local hiring and workforce development as construction progresses.
STV has previously supported capital programs and construction management assignments for the New York City Housing Authority and the Preservation Trust. Technico has also completed modernization and capital improvement work at several NYCHA developments, including Gowanus, Red Hook and Lillian Wald Houses.
The Hylan Houses modernization combines comprehensive building rehabilitation with a progressive design-build delivery model in an occupied public housing environment. The project also establishes a precedent for the Preservation Trust's future modernization work, while incorporating resident participation, local hiring and workforce development into the delivery process.
