Construction Owners Editorial Team

Highlights

  • The Metropolitan Transportation Authority Construction & Development selected STV as project management consultant.
  • The programme includes four new elevators across Midtown Manhattan subway stations.
  • Planned improvements include accessible routes, modified stairs and ramps, and compliant restrooms.
  • Work will be coordinated to maintain subway operations during construction.
  • The upgrades support broader efforts to improve accessibility across New York City's transit network.

Accessibility Work Targets Major Midtown Stations

Improving access to high-traffic subway stations in Manhattan will require construction coordination that accommodates daily passenger movement. STV has been selected by the Metropolitan Transportation Authority Construction & Development (MTA C&D) to manage an accessibility improvement programme covering several Midtown locations, including 42nd Street-Bryant Park and 5th Avenue.

The programme includes four new elevators, with planned installations at the 5th Avenue Station near the New York Public Library and at 42nd Street-Bryant Park. Additional work will establish accessible connections between platforms and street level, including improvements to boarding areas, fare control, stairs and ramps.

The scope also includes ADA-compliant restrooms at 42nd Street-Bryant Park, expanding the range of accessible facilities available to passengers.

Project Controls Address Operational Constraints

STV will oversee the programme from construction through commissioning, with responsibilities that include identifying risks and potential conflicts, developing schedules, managing project controls and coordinating design-build and design-bid-build work packages.

Maintaining safe and continuous subway service is a central delivery consideration. Construction activities must be coordinated within active stations while limiting disruption to passengers, nearby businesses and the surrounding public realm.

Progressive commissioning will form part of the delivery approach, helping coordinate the testing and readiness of completed systems and facilities. Schedule and budget controls will also support management of the multiple work packages involved in the programme.

MTA Accessibility Investment Extends Across the Network

The Midtown work forms part of the MTA's wider effort to accelerate station accessibility improvements and modernise existing transit infrastructure. The authority has reported completing more station accessibility projects during the preceding five years than in the previous decade.

STV has experience managing transit accessibility and modernisation projects, including elevator and escalator installations at New York City subway stations and accessibility improvements across the subway and Staten Island Railway networks.

For transit owners and infrastructure contractors, the programme illustrates the coordination demands of upgrading legacy stations while keeping essential services operational. Integrating construction management, scheduling, risk assessment and commissioning will be important to delivering accessibility improvements within one of the city's busiest transit corridors.
