In response to growing federal market opportunities, Terracon has named David Proctor as director of federal infrastructure, expanding its leadership team to support secure project delivery and operational readiness.
Based in Olathe, Kansas, Terracon said the appointment aligns with its strategy to strengthen services for federal agencies while enhancing technology operations that support sensitive government projects.
In his new position, Proctor will oversee technology operations and security services associated with Terracon's federal infrastructure work. His responsibilities include working with the firm's federal sector, information security and operations teams to maintain secure, compliant and resilient technology environments for government projects.
The role focuses on supporting federal clients through strengthened cybersecurity practices and technology systems designed to protect sensitive information while improving project execution.
Proctor joined Terracon in 2011 and has held several information technology leadership positions during his tenure. His previous roles include manager of IT infrastructure, IT infrastructure supervisor and lead network and system administrator.
He brings experience in enterprise technology management and holds multiple professional certifications. Proctor is also a graduate of MidAmerica Nazarene University.
