NewQuest Breaks Ground on $400M Texas Heritage Marketplace, Major Retail Development Near Katy

BROOKSHIRE, Texas — Construction is underway on a major phase of the $400 million Texas Heritage Marketplace, a large-scale retail and mixed-use development poised to reshape commercial growth west of Katy.

Houston-based NewQuest recently broke ground on the multi-tenant portion of the project, which will anchor the broader 165-acre development located along Interstate 10 in Brookshire. The project is expected to become the largest retail development in Waller County.

At the center of the new phase is Heritage Grove, a five-acre park designed to serve as a community hub surrounded by restaurants, fitness centers, spa services and mid-size retail spaces.

When completed, the Texas Heritage Marketplace will stand as one of the most significant commercial developments along the I-10 corridor in the Katy area.

Retail Expansion Targets Underserved Market

Developers say the project is intended to meet growing demand for retail and lifestyle amenities in rapidly expanding suburban and rural communities west of Houston.

"As it stands, Waller and surrounding rural counties have been unserved by major retailers," said Austin Alvis, president and chief development officer for NewQuest. "Texas Heritage Marketplace will fill in that gap."

The development team expects to deliver approximately 101,000 square feet of retail space by early 2027. Confirmed tenants include major national brands such as Academy Sports + Outdoors, Burlington, Spec's Fine Wines & Spirits and Ulta Beauty. An EoS Fitness location is also planned as part of the initial opening phase.

In addition, several large anchor tenants are already under construction, including Lowe's, Target and an unnamed wholesale club. These stores are expected to begin opening as early as September.

Other businesses, including Chase Bank and Whataburger, are also progressing through various construction stages.

Strong Leasing and Infrastructure Support Growth

Project officials report that more than 90% of the development has already been leased within approximately 18 months, signaling strong retailer demand and confidence in the project’s long-term viability.

The site’s strategic location places it at the gateway to several master-planned communities, including Jordan Ranch, Tamarron, Willow Creek Farms and Cross Creek Ranch. These neighborhoods have seen steady population growth and rising home values, contributing to increased demand for nearby retail and services.

The development features nearly 2,900 feet of frontage along Interstate 10 and approximately 2,200 feet along Texas Heritage Parkway. To support increased traffic, the Texas Department of Transportation is designing new on- and off-ramps along I-10 to improve access to the site.

Analysts estimate that anchor tenants alone could attract approximately 4 million visitors annually, with total foot traffic across the development projected to exceed 9 million visitors per year.

Future phases of the project will expand beyond retail to include a medical office building of up to 70,000 square feet, as well as approximately 550 residential units, further positioning the site as a mixed-use destination.

As construction progresses, Texas Heritage Marketplace is expected to play a key role in driving economic development in the region while reshaping how suburban communities access retail, dining and lifestyle amenities.
