Turner, Gilbane Complete $2.1 Billion Highmark Stadium Development in Western New York

Turner and Gilbane have completed construction of the new Highmark Stadium for the Buffalo Bills in Orchard Park, delivering a major public-private partnership project in Western New York.

The $2.1 billion venue establishes a long-term home for the NFL franchise while supporting regional workforce participation and infrastructure investment.

Stadium Construction Features

The new Highmark Stadium spans approximately 1.6 million square feet across a 242-acre site and includes seating capacity for more than 60,000 spectators.

Designed for year-round operations in Western New York’s winter climate, the facility incorporates a 360-degree canopy intended to reduce wind exposure and improve spectator comfort. The venue also includes heated concourses, radiant heating systems and a large-scale snow-melt system integrated into the stadium structure.

Additional project elements include premium hospitality spaces, club seating, broadcast facilities, food-service infrastructure and upgraded audiovisual systems. The playing surface features Kentucky bluegrass turf supported by underground heating systems and sub-air ventilation technology.

The stadium also incorporates a public art program featuring work from dozens of artists connected to the Buffalo region.

Workforce Participation and Delivery Program

Construction was completed approximately 34 months after groundbreaking through a joint venture between Turner and Gilbane.

According to project information released by the construction team, approximately 6,000 craft workers participated in the project and contributed an estimated 5 million labor hours.

The development also exceeded New York State’s 30% Minority- and Women-Owned Business Enterprise participation target. More than $490 million in payments were directed to MWBE firms, including over $250 million awarded to Western New York-based businesses.

The first public event at the stadium is scheduled for August prior to the start of the NFL regular season.
