Turner Marks Topping-Out of $389M Offutt Air Force Base Project

Turner Construction Company, in partnership with the U.S. Army Corps of Engineers, celebrated a significant milestone with the topping-out ceremony of the Non-Kinetic Operations Campus at Offutt Air Force Base. This momentous event signifies the completion of vertical construction for the $389 million project designed to enhance the base’s resilience against future flooding events.

The new 420,000-square-foot, three-story facility will be a hub for essential mission functions, including intelligence, training, maintenance, and reconnaissance. The project, which is the final phase of a comprehensive seven-building reconstruction effort, was initiated following the devastating 2019 floods. The facility’s design incorporates modern flood resilience measures, positioning it as a critical piece of infrastructure in safeguarding the base’s operations in the face of climate challenges.
In addition to the main operations campus, Turner Construction is also building a 5,000-square-foot defense courier station. This facility will improve the base’s logistics by enhancing its shipping and receiving capabilities, critical to maintaining mission readiness.
Corey Taylor, Vice President and General Manager at Turner Construction, highlighted the project’s importance, stating, “This project is vital for the resiliency of Offutt Air Force Base and will have a major impact on the protection of the base from future flooding events. We extend our gratitude to the U.S. Army Corps of Engineers, our design-build partner CRTKL, and the dedicated trade workers who have made this progress possible.”

The project is slated for completion in late 2027, with an emphasis on delivering a facility that not only meets the operational needs of the U.S. Air Force but also enhances the overall infrastructure resilience of the community. Turner’s commitment to improving the base’s infrastructure through this project is part of its broader effort to provide cutting-edge solutions that ensure operational continuity and long-term sustainability in the face of environmental challenges.
In addition to addressing flood mitigation, the project aims to provide long-term flexibility for future mission requirements. The Non-Kinetic Operations Campus will offer state-of-the-art facilities to meet evolving defense needs, which are increasingly impacted by changing environmental conditions and complex mission requirements. The project is poised to stand as a model of innovation and resiliency in military infrastructure, setting a standard for future base developments.
As the project progresses toward its scheduled completion in 2027, the collaboration between Turner Construction, the U.S. Army Corps of Engineers, and other stakeholders remains central to its success. With this project, Turner Construction is reaffirming its role as a leader in delivering resilient, high-performance infrastructure that supports the U.S. military’s mission-critical operations.
