
Tutor Perini Building Corp., a division of Los Angeles-based Tutor Perini Corp., has locked in a $220 million contract to deliver the next phase of the Eagle Mountain Casino expansion in Porterville, California, boosting the region’s economic development and hospitality options.

The Tule River Gaming Authority selected Tutor Perini’s building unit after a competitive bid to bring new resort amenities to the tribal gaming facility. The scope includes a 193-room hotel tower featuring a rooftop restaurant overlooking California’s Central Valley, a new 2,000-seat events and convention center, expanded food and beverage offerings, a new warehouse, office space, meeting rooms, a pre-function area, and guest amenities such as a full-service spa, arcade, and a resort-style pool.
Claremore, Oklahoma-based Connect Advisors is serving as the owner’s representative to oversee project delivery, while HBG Design, an architecture firm headquartered in Memphis, Tennessee, is leading design for the expansion.
Local outlet ABC30 confirmed the groundbreaking ceremony took place July 1, marking the start of a multi-phase development intended to transform Eagle Mountain Casino into a major destination resort roughly halfway between Fresno and Bakersfield.
Tutor Perini expects substantial completion by 2027, with additional phases likely to roll out later this year as the Tule River Gaming Authority continues to expand its entertainment and hospitality offerings.

The new hotel tower will allow the casino to attract overnight guests — a key priority for tribal leaders looking to generate more economic opportunity for the Tule River Indian Tribe. The larger convention center and event spaces aim to draw regional conferences and performances that will bring more visitors to the area.
“This expansion will bring new amenities, entertainment options and economic benefits to the community,” the Tule River Gaming Authority stated.
Tutor Perini’s building unit has a long track record in the hospitality and gaming sector, having delivered large-scale projects for resorts, casinos, and entertainment complexes across the U.S.
The broader Eagle Mountain Casino development is one of several tribal gaming expansions underway in California, where tribes continue to diversify their revenue streams with hotels, restaurants, live entertainment and other resort-style features that drive year-round tourism.
Once complete, the new facilities are expected to create hundreds of new jobs for local residents, support regional tourism and generate new tax revenues for surrounding communities.
Tutor Perini’s CEO said in the company’s announcement that the firm is committed to delivering high-quality projects that meet tribal goals and strengthen economic self-sufficiency.
The Eagle Mountain Casino is currently owned and operated by the Tule River Indian Tribe, which moved the gaming facility from its original location on the reservation to its new site closer to Porterville to boost accessibility and attract more visitors.
The project reflects the tribe’s broader vision to create an entertainment hub that honors its cultural heritage while providing modern amenities for visitors from across California’s Central Valley and beyond.
