Nossaman Grows Infrastructure Practice with New York Construction Litigators

NEW YORK and LOS ANGELES — Nossaman has expanded its national Infrastructure Group with the addition of a prominent construction-focused legal team, reinforcing the firm’s construction litigation and infrastructure capabilities in New York and beyond.
Veteran attorneys Carol Sigmond and Joshua Deal have joined the firm as partners in Nossaman’s New York City office. They are accompanied by Christopher T. Luehs, who joins as an associate. Prior to joining Nossaman, the group practiced construction and real estate litigation at Greenspoon Marder LLP.
The move significantly enhances Nossaman’s construction litigation bench, particularly in complex public and private infrastructure projects across the Northeast.
Deep Construction and Infrastructure Experience
Sigmond brings more than four decades of experience advising clients on construction and real estate disputes, including arbitration, appeals, bid protests, mediation, litigation, receivership, and surety matters. Her practice spans public works and private sector projects, with a particular focus on disputes arising from adjacent property development and contract structuring.
She also has extensive experience preparing construction contracts, including design-build, construction management, guaranteed maximum price, and fixed-price agreements. In addition to her litigation practice, Sigmond serves as a mediator and arbitrator on the New York County Supreme Court Commercial Division Roster of Volunteer Mediators and the American Arbitration Association’s Roster of Construction Industry Arbitrators.
Deal represents owners, developers, general contractors, subcontractors, and suppliers across all phases of construction projects. His practice includes litigation and transactional matters involving construction defects, delays, payment and performance bond claims, mechanic’s liens, adjacent property damage, and contract disputes. He also advises clients on risk management, insurance, project management, and dispute resolution strategies.

Credentials and Recognition
Sigmond earned her J.D. from the Catholic University of America, Columbus School of Law, and her B.A. from Grinnell College. She has been repeatedly recognized by Super Lawyers for Construction Litigation, received the Boris Kostelanetz President’s Medal from the New York County Lawyers Association, and was named to Crain’s New York Business’ “Notable Women of Law.”
Deal received his J.D. from Washington and Lee University School of Law and has been recognized by Lawdragon’s “500 X – The Next Generation” and Best Lawyers® “One to Watch” for Construction Litigation.
