
AECOM is changing its senior legal leadership as Manav Kumar takes over as chief legal officer, while longtime executive David Gan moves into a senior adviser role ahead of his planned 2027 retirement.
The leadership transition is scheduled to take effect Oct. 3, with Kumar and Gan expected to work together during the changeover.
Kumar currently serves as AECOM’s corporate general counsel and global head of public affairs. He will continue serving as corporate secretary in his new role and will oversee the company’s global legal and public affairs activities.
Since joining AECOM in 2017, Kumar has held several positions spanning legal, public affairs and enterprise leadership. His responsibilities have included advising on business, governance and strategic matters.
Before joining AECOM, Kumar held legal and policy positions in private practice and government. His public-sector experience included serving as deputy counsel to the mayor of Los Angeles and chief Olympics officer for the city during its pursuit of the 2028 Olympic and Paralympic Games.
Gan will transition from chief legal officer to senior adviser following more than two decades with AECOM. During his tenure, he worked on the company’s legal, governance and risk functions and helped develop its global legal organization.
The transition is designed to provide continuity as Kumar assumes responsibility for the legal and public affairs functions.
AECOM provides professional services across infrastructure markets including water, environment, energy, transportation and buildings. The company reported $16.1 billion in fiscal 2025 revenue and provides services spanning advisory, planning, design, engineering, program management and construction management.
Legal, governance and public affairs functions support AECOM’s work across public- and private-sector infrastructure projects and its operations in multiple markets.
The planned leadership transition keeps Kumar within an established senior legal leadership structure while providing for Gan’s continued involvement as a senior adviser before his retirement.
