
Bogard Construction, in collaboration with Santa Cruz City Schools, has officially broken ground on a 100-unit educator housing development in Santa Cruz. Located at 313 Swift St., the development is designed to address ongoing housing affordability challenges that have impacted school workforce retention across the region. The new community will provide much-needed residential stability for educators working within the district.
The project is funded through voter-approved Measures K and L and is being delivered using an alternative design-build model. This approach brings together key partners — including Bogard Construction, Santa Cruz City Schools, EHDD, and Studio VARA — to collaborate throughout the planning and construction process.
By aligning budget considerations, site planning, and construction feasibility early in development, the team aims to streamline delivery while maintaining quality and cost control. The design-build strategy is increasingly being adopted in public-sector housing projects to reduce timelines and improve coordination.
Spanning approximately 120,000 square feet, the educator housing community will include a mix of studio, one-, two-, and three-bedroom apartments. The project also incorporates renovations to two existing buildings on-site, integrating new and existing structures into a cohesive residential environment.
Architecturally, the development is divided into smaller neighborhood clusters across three distinct building masses. These are connected by elevated bridges and exterior walkways, creating both functional circulation and a sense of community among residents.

In addition to residential units, the project will include site improvements designed to enhance livability and outdoor engagement, supporting a balanced and connected lifestyle for educators.
