
TUSTIN, Calif. — C&C Development, a well-known affordable housing builder based in Tustin, has officially started construction on two major Southern California communities aimed at tackling housing insecurity among seniors and families. Working in partnership with the Orange Housing Development Corporation, the company announced that both Altrudy II in Yorba Linda and Corona 2nd Street in the City of Corona have entered the construction phase.

The two developments target different but equally vulnerable populations. Altrudy II, located in Yorba Linda, will feature 64 affordable apartments specifically for residents aged 62 and older, while Corona 2nd Street will deliver 115 affordable family units, with a focus on homeless households, those at risk of displacement, and families with veterans. Construction on both sites is expected to conclude between late 2027 and early 2028, marking an important step toward easing regional housing strains.
Calling attention to years of unmet housing demand in the state, C&C Development highlighted the impact of moving these projects forward.
“Each time we move a project forward it further defines why we are here – to help solve California’s affordable housing shortage. I want to salute the commitment of our city partners in Yorba Linda and Corona for working to make these communities a reality and helping us to get to this construction milestone,” said Todd Cottler, principal of C&C Development.
Local officials also underscored the growing importance of prevention and supportive housing strategies.
“Preventing homelessness is a key goal in the City of Corona’s Homeless Strategic Plan,” stated Karen Roper, the city’s Housing & Homeless Solutions Manager. “The development of the 2nd Street family project provides a great example of public/private partnerships to expand affordable housing and thus prevent homelessness for low-income households in our city.”
Corona leaders expressed pride in committing city resources toward projects that support families.
“The City of Corona is committed to improving and maintaining the quality of life for our residents. Our city is honored to partner with the County of Riverside Housing and Workforce Solutions, C&C Development, and other investors to support the creation of 115 new affordable housing units for families in our City,” shared Corona Mayor Jim Steiner.
Located at Buena Vista and Second Street, the Corona development consists of four residential buildings and will offer a mix of studio to three-bedroom homes:
Amenities include a pool, BBQ pavilion, community room with kitchen, tot lot, drought-tolerant landscaping, and on-site management and leasing offices. The project also comes with a dedicated preference for at-risk families, including veterans, reinforcing the city’s growing focus on housing-first strategies.

The Altrudy II Senior Apartments at 18611 Altrudy Lane will feature 50 one-bedroom and 14 two-bedroom homes, ranging from 671 to 1,031 sq. ft. Designed for aging residents, the building prioritizes units for veterans and current Yorba Linda residents or workers, with 20% of homes specifically designated to households including veterans.
Yorba Linda leadership expressed strong support for the continuation of an established affordable senior housing legacy.
“Yorba Linda cares deeply about our veterans and seniors. We are so excited that the Altrudy II development will continue the tradition of excellence set by the original Altrudy development by offering the best and most exceptional housing opportunities to our community,” said Mayor Janice Lim.
Amenities at Altrudy II will include a community room with kitchen, leasing and mail offices, BBQ pavilion, dog park, and community laundry facilities, all designed to support independence and aging in place.
Corona 2nd Street marks C&C’s third development in the city, joining Citrus Circle Apartments and Meridian Apartments, both recognized for delivering deeply affordable homes at 30%–60% area median income (AMI).
Reaffirming the firm’s long-term commitment to public sector partnerships, Cottler added:
