
A major mixed-use redevelopment in Northern Virginia has reached a new milestone with the start of vertical construction on the first residential component of the former Landmark Mall transformation, signaling continued momentum for one of the region's largest urban redevelopment projects.
CFP, a division of Clark Construction, has broken ground on Aspect at WestEnd in Alexandria, Virginia. Developed by Foulger-Pratt in partnership with Howard Hughes Communities and Silverstein Properties, the project represents the first residential building to advance within the broader WestEnd redevelopment initiative.
Aspect will deliver more than 390 apartment units and approximately 66,000 square feet of ground-floor retail space. The development will include more than 482,000 square feet of combined residential and commercial space and provide connections to more than four acres of parks and community gathering areas planned across the district.
The residential complex is designed as two wood-frame apartment buildings linked by a second-level sky bridge.
CFP will serve as general contractor for the project and has been involved in the redevelopment effort since its early stages. The company has overseen sitewide infrastructure work at WestEnd for the past four years, laying the groundwork for the district's next phase of development.
The groundbreaking follows other major milestones at the site, including the recent topping out of the new Inova Alexandria Hospital campus, another key component of the redevelopment program.
Project developers expect the first residents to begin occupying Aspect in 2028.
The start of construction on Aspect marks the transition of WestEnd from infrastructure preparation to vertical mixed-use development, an important phase for owners, developers and contractors involved in large-scale urban redevelopment projects.
The 4 million-square-foot transformation of the former Landmark Mall site is expected to create a new mixed-use district combining residential, healthcare, retail and public spaces. For the regional construction market, the project demonstrates sustained demand for large master-planned developments that require long-term coordination among developers, public agencies and construction teams while generating opportunities across multiple construction sectors.
