Construction Begins at Nebraska Rare Minerals Mine

Early construction activity has officially begun at the Elk Creek critical minerals mine in southeast Nebraska, marking a major step forward for a project that has been in development for years.

Executives from NioCorp Developments Ltd. recently briefed federal, state and local officials at the project site about the progress of the long-planned mine. The Colorado-based company is developing the $1.1 billion project to extract valuable rare minerals including niobium, scandium and titanium.

During the visit, Adrian Smith participated in the ceremonial start of excavation work, operating a 117-ton excavator to begin digging the primary underground access point for the mine.

Portal Construction Marks First Major On-Site Activity

The initial construction work focuses on building the mine’s portal — the entrance that will provide underground access to the orebody. The effort is estimated to cost about $45 million and represents the first significant physical development at the site after years of planning and permitting.

Nebraska-based contractor Gana Trucking and Excavating has been selected to perform the portal construction work.

Company officials said detailed engineering for the project is progressing and that a formal notice of commencement has been filed with the Mine Safety and Health Administration, a key regulatory step required before underground mining activity can begin.

Smith said the project could play an important role in strengthening the domestic supply chain for critical minerals while providing economic benefits to the region.

“This project will provide long-term economic opportunity while cementing Nebraska’s role in securing a reliable domestic supply of critical minerals,” said Smith, a member of the U.S. House Ways and Means Committee.

Project Still Working to Secure Full Financing

Despite the start of early construction work, the Elk Creek mine project still faces financial hurdles before full-scale development can begin.

Company leaders say beginning portal construction now will help accelerate development once the remaining funding is secured.

“Establishing underground access is a foundational step that brings us that much closer to unlocking the value of this large, polymetallic orebody,” said Mark Smith, chairman and CEO of NioCorp.

“We elected to advance this critical pre-construction work now to help streamline the development path toward full construction while we continue working toward securing the remaining financing needed for the Elk Creek project,” he said.

Economic Impact and Strategic Mineral Supply

If fully developed, the Elk Creek mine is expected to create more than 400 jobs and generate over $600 million in state and local tax revenue, according to project estimates.

The mine would produce multiple critical minerals from a single orebody — including niobium, scandium and titanium — materials used in aerospace components, high-strength steel alloys, electronics and advanced manufacturing.

Industry analysts say domestic production of these materials is becoming increasingly important as the United States seeks to reduce reliance on overseas supply chains for critical minerals used in modern technology and defense systems.

The Elk Creek project is considered one of the most advanced critical mineral development projects in the United States capable of producing multiple rare elements from a single deposit.

Local officials and economic development leaders from surrounding counties also attended the recent site briefing, viewing the project as a potential economic catalyst for southeast Nebraska.
