FERC Fast-Tracks Glenfarne’s Texas LNG Project

The Federal Energy Regulatory Commission (FERC) has given Glenfarne Group’s Texas LNG project a major boost, re-issuing its Final Order authorizing construction and operation of the facility in Brownsville, Texas, while also approving the project’s construction timeline. The approval came on August 21, 2025—three months ahead of the commission’s original schedule—marking a significant step forward for one of the nation’s most closely watched LNG export ventures.

Texas LNG is being developed by Texas LNG Brownsville LLC, an affiliate of Glenfarne Group, LLC. Located at the Port of Brownsville, the project is a key piece of Glenfarne’s global LNG portfolio, which totals 32.8 million tonnes per annum across multiple ventures. With this Final Order in hand, Glenfarne is now targeting a Final Investment Decision (FID) by the end of 2025, a milestone that will allow full-scale development to proceed.

Along with the order, FERC approved a construction schedule that aims for completion by November 2029. This timeline positions Texas LNG as one of the next-generation U.S. export projects coming online in the latter half of the decade, helping to meet growing global demand for LNG while supporting U.S. energy independence.

Brendan Duval, CEO and Founder of Glenfarne, underscored the importance of the accelerated approval. “Texas LNG is rapidly advancing toward a targeted year-end Final Investment Decision, and the re-issued FERC authorization, finalized three months ahead of schedule, greatly accelerates our momentum through the second half of the year,” Duval said. “Our world-class partners bring tremendous expertise to this project. The administration’s common-sense energy policies and the hard work of the FERC commissioners and staff, and the Texas congressional delegation are helping us unlock the project’s many benefits.”

Texas LNG has already secured sufficient customer offtake commitments to reach FID, demonstrating strong commercial support. Engineering, procurement, and construction (EPC) work will be led by Kiewit under a lump-sum turnkey contract—an arrangement that reduces execution risk and provides greater cost certainty.

A central feature of Texas LNG is its commitment to being one of the cleanest and lowest-emission LNG facilities in the world. By using electric motor drives instead of gas turbines, the project will significantly reduce greenhouse gas emissions compared to conventional liquefaction facilities.

The project is also expected to generate substantial economic activity for the Brownsville region and beyond, creating thousands of direct and indirect jobs during construction and hundreds of permanent roles once operational. In addition, it will strengthen the Port of Brownsville’s position as a hub for U.S. LNG exports.

The Final Order also signals momentum for Glenfarne’s broader LNG ambitions. In addition to Texas LNG, the company is advancing the Alaska LNG project and the Magnolia LNG project, all of which form part of its strategy to deliver low-emission, flexible LNG supply solutions to global markets.

With regulatory certainty, commercial backing, and EPC execution lined up, Texas LNG is now on a fast track. If Glenfarne reaches FID by year’s end, the project will join a new wave of LNG developments shaping the global energy transition while supporting U.S. export capacity.
