
Granite and Contri JV Selected for Major Southern Nevada Water Infrastructure Project
Granite and Contri Construction Company have joined forces under the name Southern Nevada Construction Partners (SNCP) to take on a critical water infrastructure initiative for the Southern Nevada Water Authority (SNWA). The joint venture has been selected to lead the preconstruction phase of the Paradise Hills Construction Manager at Risk (CMAR) Project, a cornerstone of SNWA’s Horizon Lateral Program.

The project aims to significantly strengthen Southern Nevada’s water delivery and system resilience through the installation of approximately 22,000 linear feet of massive 120-inch steel water pipeline. The route includes complex trenchless crossings beneath key infrastructure such as an existing 108-inch waterline, Interstate I-11, and Union Pacific Railroad tracks. The pipeline will also feature valved outlets for future connections to Boulder City, Henderson’s Reservoir R-8, and the Horizon Lateral pipeline system.
In addition to the pipeline, the project includes construction of a new 65 million gallons per day (MGD) pumping station. The initial operating capacity will be 35 MGD, and the facility will incorporate a single-level pump building, advanced mechanical and electrical systems, flow metering, disinfection capabilities, surge protection, and modern control systems. Civil site improvements will include access roads, perimeter security, grading, and desert-compliant landscaping.
“This project showcases our joint venture’s local expertise and collaborative strength,” said Don Sawyer, Granite Area Manager. “Through SNCP, we’re delivering a high-value, future-ready water infrastructure solution that supports the long-term needs of Southern Nevada.”
Granite, the joint venture lead, will handle major civil work including clearing and grubbing, structure excavations, concrete placement, installation of pump station structures and access roads, and the restoration of impacted roadways. Contri Construction will be responsible for installing the 120-inch pipeline and its associated components.
The preconstruction phase, already underway, is expected to wrap up by December 2026. Full construction is scheduled to begin on January 4, 2027, with project completion targeted for January 2030. Granite’s share of the construction is estimated at $240 million.
This large-scale infrastructure effort is vital to meeting the region’s growing water demands while building redundancy into a system serving millions across Southern Nevada. Once complete, the Paradise Hills CMAR project will be a key element in ensuring safe, reliable water delivery far into the future.
