Illinois is directing $156 million toward housing affordability initiatives, including financing for affordable rental developments, starter-home construction and homebuyer assistance. The investment, announced by Governor JB Pritzker and the Illinois Housing Development Authority (IHDA) on October 29, is part of the state’s Building Up Illinois Developments (BUILD) plan.

Of the total, $103 million represents new funding secured through the fiscal 2027 state budget. The programmes are intended to increase housing supply and expand access to homeownership across Illinois.

Highlights

  • Illinois announced $156 million in housing investments, including $103 million in new FY2027 funding.
  • $36 million in BUILD funding will supplement Low-Income Housing Tax Credit financing for 22 affordable housing developments.
  • A $25 million Opening Doors programme is expected to assist approximately 3,000 homebuyers.
  • New Homes Illinois will receive $3 million to support starter-home construction through local government and developer partnerships.
  • A $50 million Permanent Supportive Housing funding round is scheduled to open in November 2026.

Funding Targets Affordable Housing Construction and Preservation

A significant portion of the investment will support affordable rental housing development and preservation through the federal Low-Income Housing Tax Credit (LIHTC) programme.

IHDA has allocated $36 million in BUILD funding to supplement federal tax credits and support 22 developments across 15 Illinois counties. The broader financing package includes approximately $37 million in federal LIHTC awards, bringing the combined investment to $76 million.

The awards are expected to support 969 affordable homes for low- and moderate-income households, seniors and veterans. The programme includes new development and rehabilitation work, with two existing developments scheduled for renovation.

Another $14 million in BUILD funding will support Permanent Supportive Housing. IHDA plans to open a $50 million funding round in November 2026 to create and preserve housing paired with services for people with disabilities, individuals at risk of homelessness and residents requiring ongoing support. The initiative is expected to support 187 units.

Homebuyer Assistance and Starter-Home Initiatives Expand

The state is also directing funding toward programmes intended to reduce financial barriers to homeownership.

Opening Doors will receive $25 million and is expected to assist approximately 3,000 Illinois residents. The programme combines a 30-year fixed-rate mortgage with $9,000 in down payment or closing-cost assistance. The assistance is forgiven after five years, subject to programme conditions. Applications opened on October 29 through participating lenders.

The SmartBuy programme will be relaunched with $25 million in FY2027 funding. It will provide eligible homebuyers with assistance of up to $40,000 toward student loan debt, alongside a 30-year fixed-rate mortgage and $5,000 in deferred down payment or closing-cost assistance. The programme is expected to benefit more than 550 buyers when it launches in spring 2027.

New Homes Illinois will receive $3 million in BUILD funding as part of a $20 million total investment. The initiative is being developed to encourage starter-home construction through partnerships between municipalities and developers. It will also provide purchase assistance for buyers earning up to 140% of area median income. Municipalities are expected to be able to request funding in spring 2027.

Housing Demand Creates Pressure for Development

The investment comes as Illinois faces a substantial housing supply gap. The state estimates it is short approximately 142,000 housing units and needs to build more than 225,000 homes over the next five years to meet demand.

Housing affordability is also affecting household budgets. Nearly one-third of Illinois households spend more than 30% of their income on housing, while the median home sales price has increased by almost 8% year over year, according to figures cited by the state.

The FY2027 budget includes a broader $250 million commitment to BUILD, with funding intended for current and future housing programmes. The latest $156 million announcement outlines investments across rental housing, supportive housing, starter-home development and homebuyer financing.

Market Impact

The funding creates opportunities for developers, municipalities and housing-sector partners involved in affordable housing construction, rehabilitation and starter-home delivery. LIHTC support and permanent supportive housing financing could help move projects forward, while local government partnerships under New Homes Illinois are intended to encourage additional housing supply.

However, the scale of Illinois' housing shortage means public funding will need to be accompanied by continued development activity and efforts to address regulatory barriers that can increase construction costs and limit housing production.
