Illinois Power Agency Earns National Recognition for Clean Energy Workforce and Consumer Programs

As renewable energy deployment continues to expand, workforce development and consumer confidence remain critical to sustaining project growth. The Illinois Power Agency (IPA) has received two national State Leadership in Clean Energy (SLICE) Awards recognizing initiatives that support solar workforce participation and strengthen consumer protections across Illinois.

Mentorship Program Expands Solar Industry Participation

The Illinois Shines Mentorship Program was recognized for helping businesses gain access to opportunities within Illinois' renewable energy market. Initially launched as a pilot in 2023 before expanding in 2024, the program provides virtual training, technical guidance, and mentorship from experienced clean energy companies.

The initiative has continued to grow, with the 2024-25 cohort expanding to 20 participating businesses, a 40% increase over the pilot program. To meet increasing demand, IPA introduced separate spring and fall cohorts for the 2025-26 program cycle.

Since its launch, graduates of the mentorship program have submitted more than 335 project applications through Illinois Shines, resulting in 180 completed solar installations across the state.

Consumer Protection Supports Solar Market Growth

IPA also received recognition for consumer protection initiatives designed to improve confidence in Illinois' expanding solar market.

The agency's Solar Restitution Program has reimbursed 162 customers who experienced financial losses associated with solar companies, with payments exceeding $472,000.

In addition, a vendor-specific escrow process has helped ensure incentive payments reached participating customers, distributing more than $2.2 million to 235 customers.

These initiatives complement existing program oversight, including vendor registration requirements, marketing standards, and customer education resources.
