Jacobs & Sundt Win $600M Arizona I-10 Upgrade

Jacobs and Sundt have officially been awarded one of southern Arizona’s most significant infrastructure contracts — a $600 million modernization of Interstate 10 in Tucson. The Arizona Department of Transportation confirmed that the project, despite the ongoing federal government shutdown, is fully funded and will continue without interruption.

Under a design-build partnership, the contractors will overhaul a three-mile stretch of I-10 between Kino Parkway and Country Club Road, a known congestion hotspot for commuters and freight traffic.

The upgrade will include:

  • Three general-purpose lanes in each direction
  • Removal of outdated interchanges to improve traffic flow
  • Construction of a new westbound entrance ramp
  • A new I-10 undercrossing for safer and more efficient access

The effort is the first major initiative to break ground from Arizona DOT’s I-10 and State Route 210 Transportation Design Concept Report, completed in 2020. That plan laid out long-term infrastructure improvements for the Tucson region, and this segment was fast-tracked into the 2024-2028 Five-Year Transportation Facilities Construction Program.

“The Kino to Country Club Road program is a pioneering effort and will bring best practices in alternative program delivery to Arizona,” said Galina Leiphart, Jacobs transportation market growth director. “Working with the Arizona Department of Transportation and Sundt as our design-build partner, we’ll deliver a safer, more efficient transportation system.”

Design and Timeline

Dallas-based Jacobs will lead structural design and produce engineering documentation, while Tempe-based Sundt will manage construction logistics and delivery. Crews are already mobilized, with completion targeted for summer 2028.

ADOT officials say the project will not only reduce traffic bottlenecks but also prepare the corridor for future population and commercial growth, especially given Tucson’s increasing role as a logistics hub.

With major infrastructure projects nationwide facing uncertainty due to stalled federal activity, Arizona officials emphasized that this one is secure. Thanks to state programming and funding alignment, the I-10 expansion stands out as a shutdown-proof investment in mobility and economic resilience.
