
As part of its ongoing effort to modernize aging shipyard infrastructure, the U.S. Navy has selected a joint venture between AECOM and Stantec for a major upgrade project at the Portsmouth Naval Shipyard in Kittery, Maine.
The Naval Facilities Engineering Systems Command awarded the Dallas-based AECOM and Edmonton, Alberta-based Stantec joint venture a five-year, $150 million architect-engineer contract, according to an AECOM news release. The firm-fixed-price, indefinite-delivery/indefinite-quantity agreement will support a wide range of infrastructure improvements at the historic shipyard.

Work under the contract will focus primarily on modernizing dry docks, production facilities, utilities and waterfront infrastructure, according to a separate NAVFAC announcement. The agreement includes a base year and four option years, allowing for up to 60 months of performance or until the contract’s maximum value is reached.
“This award highlights AECOM’s technical leadership and reinforces our role in delivering infrastructure that strengthens fleet readiness and operational resilience,” Karl Jensen, executive vice president of AECOM’s Governments business, said in the release.
According to NAVFAC, the Stantec-AECOM joint venture was competitively selected through the sam.gov procurement platform in compliance with federal architect-engineer acquisition procedures. The contract reflects the Navy’s continued reliance on experienced design partners as it undertakes complex upgrades across its public shipyards.

The Portsmouth Naval Shipyard project is part of the Navy’s broader Shipyard Infrastructure Optimization Program, a long-term initiative aimed at improving productivity, safety and efficiency through coordinated investments in infrastructure, facilities and industrial equipment.
Additional projects under the program are underway or planned at other major Navy shipyards, including the Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility in Hawai’i, the Puget Sound Naval Shipyard and Intermediate Maintenance Facility in Washington state and the Norfolk Naval Shipyard in Virginia, according to AECOM.
AECOM recently completed an area development plan for the Pearl Harbor Naval Shipyard, further extending what the firm describes as its nearly 100-year working relationship with the U.S. Navy. Stantec has also established a strong presence across the Navy’s shipyard portfolio, having worked with NAVFAC at all four public shipyards.
Through the Shipyard Infrastructure Optimization Program, Stantec is currently under contract to provide services at both the Pearl Harbor Shipyard and the Puget Sound Shipyard, reinforcing its role in the Navy’s nationwide shipyard modernization strategy.
