Nicole Richardson Takes Over California Workers’ Compensation Division

California’s workers’ compensation system has a new permanent administrative leader as Nicole Richardson takes charge of the Division of Workers’ Compensation (DWC), overseeing statewide programs that affect employers, injured workers and claims administration.

Richardson was sworn in Sept. 1 following her appointment by Gov. Gavin Newsom on Aug. 25. She previously served as the division’s acting administrative director and chief counsel.

Richardson Brings Extensive Workers’ Compensation Experience

Richardson has more than two decades of experience in California’s workers’ compensation system. She joined DWC as staff counsel in 2017 and advanced through leadership positions in the division’s Legal Unit before becoming chief counsel.

Earlier in her career, Richardson worked as staff counsel at the State Compensation Insurance Fund and Pacific Compensation Insurance Company. She also practiced employment law at SiliconBay Training.

Her academic background includes a Juris Doctor from Santa Clara University School of Law and a bachelor’s degree in political science from the University of California, Berkeley.

DWC Oversees Statewide Claims and Dispute Services

As administrative director, Richardson will oversee DWC’s statewide operations, programs and services. Her responsibilities include administrative courts, the Research Unit, Return-to-Work Supplement Program, Independent Bill Review and Independent Medical Review.

The division also administers the Audit and Enforcement Unit, Uninsured Employers Benefits Trust Fund and Subsequent Injuries Benefits Trust Fund.

Richardson previously led the division during an executive transition and oversaw implementation of regulatory initiatives while serving as acting administrative director.
