Construction has wrapped on Oliver on the Hudson, a striking new residential development that brings 401 rental homes to Jersey City’s vibrant Port Liberté neighborhood. Developed by The NRP Group in collaboration with G&S Investors and Rockwood Capital, and designed by KTGY Architecture and Planning, the five-story waterfront property adds new energy to the Hudson River shoreline.

Located at 190 Chapel Avenue, the 2.7-acre site sits next to the prestigious Liberty National Golf Course and is bounded by Chapel Avenue, Constellation Place, and the Hudson River Walkway. The development’s prime location offers residents a unique blend of serene waterfront living and direct access to the heart of New York City.
Oliver on the Hudson offers a mix of studio to three-bedroom apartments, with many homes featuring private balconies that showcase stunning skyline views of Lower Manhattan and the New York Harbor. Inside, the design team at Bergmeyer has outfitted each residence with upscale finishes that combine modern comfort with timeless style. Residents will find fully equipped kitchens with stainless steel GE Appliances, sleek graphite fixtures, polished quartz countertops, and elegant porcelain tile backsplashes. Contemporary flat-panel cabinetry completes the streamlined look.
All homes come with full-size front-load washers and dryers, oversized, backlit mirrors, and ample closet space. Select floor plans take luxury a step further with cathedral ceilings, breakfast bars or islands, dedicated wine and beverage centers, and spacious walk-in closets—details that elevate the everyday living experience.
The community is designed to foster connection and leisure through a robust collection of amenities. Two landscaped interior courtyards provide outdoor gathering spaces, including one with a resort-style swimming pool and cabana house. Residents can unwind in the fifth-floor sky lounge, which features an outdoor terrace with sweeping views, or relax in thoughtfully designed lounge areas and walking paths throughout the property.

Indoors, Oliver on the Hudson offers a multi-level fitness center, mezzanine-level yoga and cardio studios, an interactive activity zone, and a clubhouse with a catering kitchen and private dining room—perfect for hosting gatherings. For today’s flexible workstyles, the community also includes dedicated coworking spaces and a 24/7 package concierge system for convenience.
Residents with cars and bikes are well accommodated, thanks to a 602-space parking garage, a commuter lounge, secure bike storage, and 201 dedicated bicycle parking spots. Pet owners will appreciate the on-site pet spa and fenced dog park, adding even more appeal for families and animal lovers alike.
The project’s financing was backed by senior construction loans from Citizens and Fifth Third Bank, while Rockwood Capital provided joint venture equity to help bring the vision to life.
Beyond its gates, Oliver on the Hudson connects residents to the best of Jersey City and New York City. The nearby Port Liberté Ferry Terminal offers a direct ferry to Manhattan, while two Hudson-Bergen Light Rail stations make local commuting simple. Liberty State Park, with its expansive green spaces and iconic waterfront views, is just minutes away. Cyclists and joggers can enjoy scenic paths that link to the Hudson River Waterfront Walkway. For drivers, Interstate 78 provides immediate access to downtown Jersey City and beyond.
With construction now complete, leasing is expected to attract renters who want a balance of urban convenience and peaceful waterfront living. Oliver on the Hudson stands as another example of how the Port Liberté neighborhood continues to evolve as a destination for modern residential development—where city skyline views meet resort-inspired amenities on the banks of the Hudson River.
