Work to upgrade the Orchard Avenue corridor is advancing toward the construction phase as officials in Mesa County prepare for the first stage of a long-planned roadway improvement project.

County commissioners approved an agreement on March 3 authorizing up to $710,846.48 for construction management and materials testing services for Phase 1 of the project. The work will be carried out by RockSol Consulting Group, which will assist county engineers throughout the construction process.
The project represents the beginning of broader efforts to modernize and improve transportation infrastructure along Orchard Avenue, an important east-west route serving neighborhoods, schools and local businesses.
The initial phase of the project will focus on a section of Orchard Avenue stretching from Eastbrook Street and Hoover Court to Lewis Wash.
This portion of the corridor handles regular commuter traffic and connects several residential areas with nearby commercial districts. Officials say improvements along the roadway are intended to enhance traffic flow, increase safety and support future development in the surrounding area.
Transportation upgrades in growing communities often require extensive engineering planning to ensure that roadway structures, drainage systems and safety features meet modern design standards.
Funding for the Orchard Avenue improvements includes support from both state and federal programs aimed at strengthening local infrastructure.
The project is supported through the Colorado Department of Transportation Revitalizing Main Street grant as well as the Federal Highway Administration BUILD grant program.
Because these funding sources involve state and federal investment, the project must meet strict reporting, inspection and documentation requirements throughout construction.
To comply with those requirements, engineering consultants will work alongside county officials to verify that all materials and construction practices meet regulatory and engineering standards.
As part of the approved agreement, RockSol Consulting Group will provide technical oversight and project management support during construction.
The consulting team will assist with several key responsibilities, including:
These activities help ensure that public infrastructure investments are delivered safely and according to design specifications.
Quality assurance during construction is especially important for large transportation projects, where materials testing and inspection help confirm that roads, drainage systems and structural components will perform as intended for many years.

The Orchard Avenue improvement project is currently out for bid, with contractors invited to submit proposals to perform the construction work.
Once a contractor is selected, the consulting team will assist the county in preparing for construction activities and will provide full-time oversight when the project begins.
Officials say Phase 1 is the first step in a longer-term effort to enhance the Orchard Avenue corridor and support improved mobility for residents and businesses in the region.
As development continues in Mesa County, transportation upgrades like the Orchard Avenue project are expected to play a key role in maintaining safe and efficient travel throughout the community.
