Skanska Promotes New Strategy Chief and Market VP

Skanska has reshaped its U.S. leadership team with two major promotions aimed at strengthening its foothold in high-growth sectors such as data centers, semiconductor facilities, and construction-focused artificial intelligence tools.

The Sweden-based construction and development giant announced on Oct. 2 that Jenny Chandler Graham has been elevated to executive vice president and chief strategy officer, while Tieg Murray Rustam has been named vice president of market strategy and creative services.

Both leaders are long-time Skanska veterans — Graham with 20 years at the company and Rustam with nearly 19 years of service.

A Strategic Realignment Around AI and Advanced Technologies

Graham steps into the CSO role previously held by Anita Nelson, who recently moved to oversee Skanska Advanced Technology and Skanska Integrated Solutions.

In her prior position, Nelson helped roll out Skanska’s proprietary suite of AI tools, referred to internally as “Sidekicks,” which are designed to support employees across project planning, data analysis, safety tracking, and client reporting.

Moving forward, Graham will take charge of the data solutions team responsible for those AI products, according to Skanska USA communications director Peggy Cook.

As CSO, Graham will lead long-term strategic planning, oversee internal alignment across divisions, and manage a 120-person team covering marketing, data analytics, and emerging technology initiatives. She will report directly to Clay Haden, president and CEO of Skanska USA Building, as part of the company’s senior leadership team.

Rustam to Lead Market Positioning Across Key Sectors

Graham’s previous position will now be filled by Tieg Murray Rustam, who most recently served as senior director of market strategy. Rustam has been responsible for growth planning across multiple sectors, including higher education, K-12, science and technology, mission critical facilities, and healthcare.

As VP of market strategy and creative services, Rustam will oversee brand positioning, client engagement strategy, and sector prioritization as Skanska continues to pursue major opportunities in AI-enabled construction delivery, semiconductor supply chain infrastructure, and large-scale public buildings.

Part of a Larger Strategic Expansion

The promotions come shortly after Skanska merged its data center construction group with its semiconductor delivery operations, signaling a major push into mission-critical infrastructure as federal incentives and private capital continue to drive rapid project growth in those markets.

By aligning AI development, advanced technology, and market strategy under newly strengthened leadership, Skanska is positioning itself to remain competitive among top-tier contractors pursuing multi-billion-dollar industrial and institutional builds.
