Water utilities across the United States continue to invest in infrastructure modernization as aging systems, regulatory requirements, and climate resilience drive capital improvements. STV has strengthened its national water leadership team by appointing Jim Mueller as national utility management market leader and senior client services manager.
In his new position, Mueller will lead client engagement for STV's water operating group across the Northeast while helping expand the firm's utility management services nationwide.
His responsibilities include supporting water, wastewater, and stormwater utility clients through integrated planning, design, operational strategy, and infrastructure management. The role is intended to help utilities improve system performance while balancing long-term operational and financial objectives.
STV said the appointment comes as utilities increasingly focus on infrastructure resilience, regulatory compliance, and efficient asset management.
Mueller brings more than three decades of experience managing complex water infrastructure programs.
Most recently, he served as executive director of the Passaic Valley Water Commission, where he oversaw treatment and distribution systems delivering more than 100 million gallons of drinking water per day to over 800,000 residents across northern New Jersey. During his tenure, he also advanced a $900 million five-year capital improvement program and expanded the use of digital management tools for utility operations.
Earlier in his career, Mueller spent more than 20 years with the New York City Department of Environmental Protection, managing major capital programs that included combined sewer overflow projects, water treatment facilities, wastewater upgrades, and state-of-good-repair investments.
