MISSISSAUGA, Ontario — Toronto Pearson International Airport has awarded a CA$1.5 billion contract to the NORR-DIALOG joint venture and PCL Construction to deliver the Terminal 1 and Terminal 3 Revitalization Program as part of the airport's broader Pearson LIFT modernization initiative.
The program will upgrade aging airport infrastructure while improving passenger experience through expanded terminal spaces, enhanced baggage handling, upgraded security screening, modernized check-in facilities, additional charging stations, refreshed lounges, and improved customs and immigration areas. Construction will be completed in phases to allow airport operations to continue with minimal disruption.
NORR-DIALOG will lead planning, architecture, engineering, and integrated design services, while PCL Construction will serve as Construction Manager at Risk. The partnership will focus on delivering terminal upgrades that improve operational efficiency and prepare Canada's busiest airport for future passenger growth.
The terminal modernization follows the launch of Pearson LIFT's first major project—a CA$3 billion investment in airside infrastructure and baggage systems that broke ground earlier this year.
PCL said the project builds on its longstanding partnership with Toronto Pearson by modernizing critical airport infrastructure while maintaining safe, uninterrupted operations throughout construction.
The revitalization program aims to improve passenger flow from arrival to departure by upgrading gates, passenger processing areas, and airport support systems.
Project improvements include expanded terminal spaces, modernized check-in areas, enhanced baggage processing, upgraded security screening technologies, and improved passenger amenities designed to deliver a faster and more comfortable travel experience.
Once complete, the upgrades are expected to strengthen airport operations, accommodate future growth, and reinforce Toronto Pearson's role as one of Canada's most important transportation gateways supporting economic development and international connectivity.
