Verra Mobility Corporation has finalized a new five-year, $998 million agreement with the New York City Department of Transportation (NYC DOT) to manage and expand New York City's automated traffic enforcement programs. The contract, effective January 1, 2026, includes an option for a five-year extension and represents a 34% increase over the prior 2021–2025 agreement.

Under the renewed partnership, Verra Mobility will continue overseeing the city’s red-light, speed, and bus lane enforcement systems, as well as weight-limit enforcement cameras along the Brooklyn-Queens Expressway. The expanded initiative aims to further reduce roadway injuries and fatalities while improving compliance across the five boroughs of New York City.
A key component of the contract is the expansion of the city’s red-light camera program to 600 signalized intersections—up from 150 locations previously. The growth follows legislation signed in 2025 by Kathy Hochul, renewing and significantly broadening the red-light camera program statewide.
With fewer than one percent of city intersections previously covered, the expansion marks one of the most substantial traffic enforcement upgrades in recent city history. The bus lane camera program will also grow to address congestion and improve transit reliability, particularly for high-ridership corridors.
Verra Mobility has operated New York City’s automated enforcement programs for more than 30 years, making it the longest-standing operator of large-scale traffic camera systems in the country.
Beyond expanding coverage, the company will modernize legacy infrastructure across enforcement systems. New camera technologies will improve image clarity, detection capabilities, and enforcement against increasingly common violations such as obscured or altered license plates.
Following a competitive request for proposals issued in summer 2025, NYC DOT selected Verra Mobility based on its technical capabilities, operational experience, and demonstrated ability to manage the nation’s largest automated traffic enforcement network.
The contract includes a commitment to 33% utilization of minority- and women-owned business enterprises (MWBEs), along with public education initiatives and local workforce partnerships.

Company executives emphasized the long-term impact of the renewed agreement on public safety and mobility outcomes.
"We are proud to extend our decades-standing partnership with the New York City Department of Transportation to continue operating the nation's largest automated traffic enforcement program, which is saving lives and enhancing public safety," said Jon Baldwin, executive vice president, Verra Mobility. "This agreement advances our shared mission to leverage best-in-class technology and by expanding the red-light and bus lane programs, we are building on years of proven success. We are grateful to NYC DOT for their commitment to safer streets and look forward to continuing to deliver safer transportation for millions of New Yorkers."
The expansion aligns with the city’s broader traffic safety objectives, including Vision Zero goals to eliminate traffic fatalities. Automated enforcement has been credited with reducing dangerous driving behaviors such as speeding and red-light running, particularly near schools and high-pedestrian areas.
By increasing coverage, upgrading technology, and integrating workforce development initiatives, the new agreement reinforces a multi-layered approach to road safety—combining enforcement, education, and community engagement.
