
Community-funded school construction is enabling districts to replace aging facilities while improving educational infrastructure and long-term building performance. In West Sacramento, Washington Unified School District has completed the modernization of its Elkhorn Village campus with XL Construction serving as general contractor.
The modernization includes seven new one-story classroom buildings constructed with TimberQuest’s prefabricated mass timber system. The buildings were designed for K-8 education and include flexible classrooms, special education spaces, administrative offices and a library.
The campus is also reopening as a Spanish dual-immersion school. New HVAC systems are expected to improve indoor air quality, while expanded outdoor learning areas provide additional instructional space.
The library features floor-to-ceiling windows that can open toward the courtyard, connecting the interior space with the outdoor environment.
XL Construction delivered the campus more than a month ahead of schedule, allowing the district to open the modernized facilities before the start of the 2026-27 school year.
TimberQuest’s prefabricated mass timber approach was manufactured at a facility in Stockton. The system uses a Division of the State Architect pre-checked design and was engineered for a service life exceeding 75 years, according to the project information.
The district previously worked with XL Construction on the 2023 modernization of Westfield Village School, providing an established project relationship for the Elkhorn Village work.
The project was funded through Measure Z, a $150 million local bond approved by the district. The investment addresses aging school infrastructure while adding facilities designed around current instructional programs and technology requirements.
For school districts and construction owners, the project illustrates how bond-funded capital programs can combine facility replacement, prefabrication and accelerated delivery. For contractors, prefabricated building systems can also shift portions of construction activity away from the jobsite while supporting schedule control on occupied or time-sensitive education projects.
