Catamount Constructors Promotes Jay Garrell to Project Executive to Support Tampa Expansion

LAKEWOOD, Colo. — Catamount Constructors has promoted Jay Garrell to project executive as the employee-owned general contractor continues expanding its industrial construction footprint in Tampa and throughout Florida.

The company announced the promotion May 7, citing Garrell’s leadership experience, client relationships and contributions to Catamount’s growing industrial operations. Garrell brings 15 years of construction experience spanning healthcare facilities, Class A office developments and large-scale industrial projects.

Company officials said Garrell has played an important role in strengthening relationships with major industrial clients, including Amazon and Seefried, while helping maintain project delivery standards in competitive markets.

“Jay delivers, plain and simple,” said Stephanie Martinez, vice president of industrial at Catamount. “He’s been a key part of our success with clients like Amazon and Seefried, and he’s earned their trust by staying consistent and leading strong teams. His impact in Tampa has been immediate, and this promotion reflects the way he continues to raise the bar for our industrial group.”

Leadership Role Expands in Florida Market

Since relocating to Tampa, Garrell has helped expand Catamount’s Florida operations by building project teams, onboarding employees and supporting execution standards across multiple active jobsites, according to the company.

In his new role as project executive, Garrell will oversee project teams while focusing on operational performance, client relationships and workforce development throughout the region.

Catamount executives said the promotion aligns with the contractor’s strategy to strengthen its presence in fast-growing industrial and commercial construction markets across the Southeast.

“Jay has made a strong impact on our Tampa operations in a short time,” said Mitch Brown, senior vice president at Catamount. “He’s helped build and strengthen our teams and brings the kind of leadership that keeps work moving and people aligned. Garrell earned a Bachelor of Arts in business administration from Southern Polytechnic State University with a minor in construction management. He also completed coursework in architectural design.

The company said Garrell holds OSHA 30 certification along with First Aid/CPR and GSWCC IA certifications.

Employee-Owned Contractor Continues National Growth

Founded nearly three decades ago, Catamount operates as a 100% employee-owned contractor providing construction management and general contracting services nationwide.

The contractor has appeared on Engineering News-Record’s Top 400 National Contractors list for 19 consecutive years. Its services include general contracting, design-build delivery, sustainable construction, scheduling, cost estimating and value engineering.

Catamount serves several markets, including commercial, multifamily, healthcare, education, industrial and government construction. The company maintains offices in Atlanta, Denver, San Antonio and Tampa.

The promotion comes as industrial construction activity in Florida remains active, fueled by warehouse, logistics and distribution center demand tied to population growth and e-commerce expansion.

Company leaders said Garrell’s advancement reflects Catamount’s broader commitment to developing employee-owners who can lead teams, strengthen client partnerships and support long-term growth initiatives.
