Catamount Constructors Appoints Victor Huerta as Project Executive to Strengthen National Industrial Portfolio

LAKEWOOD, Colo. — Catamount Constructors, Inc. has announced the appointment of Victor Huerta as Project Executive, reinforcing the company’s leadership team within its expanding national industrial market sector.

Huerta will be based in San Antonio, Texas, where he will support project execution and client relationships across Catamount’s growing industrial portfolio nationwide. The move reflects the firm’s continued investment in experienced leadership to meet rising demand across key construction sectors.

Huerta brings more than two decades of experience spanning industrial, multifamily and large-scale commercial construction. His background includes oversight of complex developments, self-perform operations and strategic project planning, positioning him to play a key role in delivering projects efficiently and at scale.

Industry Experience and Leadership Background

Prior to joining Catamount, Huerta served as Project Executive at OHT Partners. He also held leadership roles at Embrey Partners, Turner Construction Company and D.E. Harvey Builders, where he led high-profile projects and developed expertise in managing large teams and complex construction operations.

“Victor brings strong leadership and a track record of delivering complex work. As an employee-owner, he will help drive the accountability and execution our clients expect on every project,” said Roy Allen, vice president of operations at Catamount.

Huerta’s addition comes as Catamount continues to expand its national footprint, particularly in the industrial sector, which has seen sustained growth driven by logistics, manufacturing and e-commerce development.

Supporting Growth Through Employee Ownership

As a 100% employee-owned company, Catamount emphasizes accountability and collaboration across its workforce. Company leadership noted that Huerta’s experience aligns with its employee-ownership model, which is designed to enhance performance and decision-making throughout the project lifecycle.

At Catamount, employee-owners are empowered to take ownership of project outcomes, enabling faster decision-making and consistent execution from preconstruction through project closeout. Huerta’s role will focus on strengthening these processes while maintaining strong client relationships.

Huerta holds a Bachelor of Science in Construction Science from Texas A&M University and is a certified professional through the Design-Build Institute of America. In addition to his professional work, he is active in the San Antonio construction community, contributing to several advisory boards and workforce development initiatives.

His community involvement includes service on the City of San Antonio Building-Related & Fire Code Appeals & Advisory Board, as well as advisory roles with the Construction Careers Academy and the Lanier Construction and Architecture Institute. He is also a Life Member of the San Antonio Rodeo, reflecting his long-standing ties to the region.

Catamount, ranked among Engineering News-Record’s Top 400 Contractors for 19 consecutive years, provides a range of services including general contracting, construction management, design-build and value engineering. The company serves multiple markets, including commercial, industrial, healthcare, education and multifamily construction, with offices across the United States.

Huerta’s appointment underscores the firm’s strategy to strengthen leadership capacity as it continues to scale operations and deliver complex projects nationwide.
