
Congressman Frank Mrvan Honored with National Legislative Excellence Award for Supporting Small Construction Businesses
Merrillville, IN — The U.S. Minority Contractors Association (USMCA), Indiana-Kentucky Chapter, together with member company F.H. Paschen, has announced that U.S. Congressman Frank Mrvan (IN-1) has been selected as the recipient of the 2025 National Legislative Excellence Award. The recognition was presented at F.H. Paschen’s newly opened Merrillville office, located in the heart of Congressman Mrvan’s district.
The national honor highlights Congressman Mrvan’s longstanding commitment to strengthening opportunities for small, disadvantaged, and minority-owned businesses, especially within the construction industry. His efforts have been pivotal in advancing policies that promote fair access to federal and state contracting, ensure competitive procurement environments, and expand economic participation for local contractors across Indiana and the Midwest.
Brent Mounts, President of the USMCA Indiana-Kentucky Chapter, emphasized Mrvan’s understanding of industry challenges.
“Congressman Mrvan consistently understands the unique challenges facing smaller businesses in the construction industry,” Mounts said. “He has directly supported local job creation and helped construction contractors of all sizes in our community thrive. F.H. Paschen — a national infrastructure contractor with deep regional roots — hosted the ceremony alongside USMCA board members, local leaders, and construction industry representatives.
