Executive Director of Shamrock Roofing Challenges Iowa Insurance Department to Protect Homeowners' and Contractors' Rights

DES MOINES, IA, UNITED STATES, November 1, 2024:  Garen Armstrong, Executive Director of Shamrock Roofing & Construction, has initiated a lawsuit (Case 4:24-cv-00340-RGE-HCA) against the Iowa Insurance Department (IID), contesting the state's insurance practices that unfairly inhibit contractors from supporting homeowners.

Armstrong’s legal action confronts the systematic limitations placed on contractors, which hinder their ability to assist homeowners during the insurance claims process, thereby infringing on essential consumer rights.

Driven by the influence of insurance company lobbying, the IID's regulations have restricted contractors from educating roofing clients on navigating complex insurance policies. This has resulted in many Iowa homeowners facing challenges without adequate support following severe weather events. Armstrong underscores that contractors should be allowed to inform homeowners about their options without stepping into the role of public insurance adjusters.

To address these issues, Armstrong advocates for revisions to the current law, UPPA, aimed at safeguarding both contractors and consumers. He proposes increasing the UPPA threshold to $50,000 and mandating that all contractors possess appropriate licenses and insurance. Armstrong argues that licensed contractors equipped with the right safeguards would foster greater trust and accountability, benefiting consumers and ensuring fairer processes.

Despite the challenges, Armstrong remains hopeful, pointing to successful models in other states, such as Missouri and Kansas, where contractors are free to inform clients without constraints. While Shamrock Roofing had plans for expansion in Iowa, growth has been stymied by the state's anti-business climate. Armstrong declares, "I'm here for the Iowa consumer. I want to help restore homes and ensure people are treated fairly by their insurance companies."
