SACRAMENTO, CA – The Sacramento County Board of Supervisors voted unanimously to approve the award of a $229M design-build contract to Otto Construction (Otto) for construction of the Terminal B Parking Garage at Sacramento International Airport (SMF). The total budget for the project is $390 million, including soft costs, owner’s contingency, and allowance for escalation.

The parking garage is part of the Airport’s $1.3 billion SMForward capital program which will bring about significant improvements and upgrades to enhance the customer convenience, comfort, and accessibility at SMF while meeting passenger traffic demands. The new parking garage will be located on the west side of Terminal B, providing over 5,500 parking spaces across six levels. Construction is scheduled to begin this fall with a completion date of May 2026.

Partnering with International Parking Design, Inc. (IPD) and McClone Construction, Otto is poised to bring unparalleled innovation and quality craftsmanship to Sacramento County’s first design-build project ever. Leveraging their collective experience and expertise, this collaboration aims to create a world-class facility that aligns with the vision and needs of Sacramento International Airport.

“Increasing close-in garage parking capacity is the number one opportunity we have to improve the guest experience at SMF,” said Cindy Nichol, Director Sacramento County Department of Airports. “By partnering with Otto Construction, our team is set to deliver a parking garage that is both beautiful and functional.”

With a rich history of contributing to the growth and modernization of the airport going back to 1989, Otto continues to demonstrate its commitment to enhancing the airport experience for travelers. Their recent projects at SMF include Terminal B Landside Interiors, Terminal A Food Court Renovation, and the current Terminal A Restroom Rehabilitation. Otto also built Terminal A Parking Garage in 2004, also designed by IPD. With the Terminal B Parking Garage, Otto aims to build upon this legacy.

“We are honored to have been entrusted with the construction of the Terminal B Parking Garage at our home airport,” stated Allison Otto, President and CEO of Otto Construction. “We’re thrilled to contribute to SMForward with the design and construction of a parking garage that integrates seamlessly into the Airport campus and contributes to the overarching enhancement of the passenger experience.”

The Otto proposal was not only the lowest-cost proposal submitted but also won a best value judgement offering the flexibility to add features such as solar panels or electric vehicle charging stations. As Otto Construction embarks on this exciting project, the company remains steadfast in its mission to deliver exceptional results while upholding the highest standards of safety, sustainability, and quality.
