R.D. OLSON CONSTRUCTION BUILDS AFFORDABLE DEVELOPMENTS ADVANCING WARNER CENTER 2035 PLAN

New buildings will bring 300+ affordable housing units to a prominent Los Angeles suburb

JULY 21, 2026 - WOODLAND HILLS, Calif. - R.D. Olson Construction, a leading general contractor specializing in multifamily developments, is building a 301-unit affordable housing community in Woodland Hills, a prominent Northwest suburb of Los Angeles. In partnership with Meta Housing, The Alcove is a master site development consisting of two apartment complexes that align with the Warner Center 2035 Specific Plan and will transform a car-centric neighborhood into a thriving downtown destination for the San Fernando Valley.

The first phase of the project, Vale at The Alcove, is now complete. Located at 21300 W. Oxnard St., the 238,000 square-foot, seven-story development offers 173 units for residents earning between 30% and 80% of the Area Median Income (AMI). Its construction, five levels of wood framing over a two-level concrete podium – was engineered for both speed and durability, enabling a faster path to occupancy.  

Designed to serve residents at every stage of life, Vale offers units ranging from 400 square-foot studios to 1,200 square-foot three-bedroom apartments, accommodating young professionals and growing families alike. Shared amenities include a community room, media screening room, co-working space, laundry rooms, bicycle storage for up to 152 bikes, and a 5,100 square-foot courtyard that features a kid’s playground, outdoor fitness equipment, and barbecues.  

Both buildings are designed to meet the sustainability requirements of the Warner Center 2035 Specific Plan, incorporating solar panels, Energy Star appliances, energy-efficient windows, and water reclamation LID planters in alignment with the California Title 24 Energy Code.  

R.D. Olson also broke ground on the second phase of the project, Nova at The Alcove, slated for completion in spring 2028. The development will deliver an additional 128 units – studios through three bedrooms - serving qualified families earning between 30% and 70% of the AMI. Notably, R.D. Olson also provides in-house design services on the project, with the design process completing over a six-month period.  

Similar to the first phase, Nova will be an eight-story triple podium with five levels of Type V construction over three levels of concrete. A panelized framing system will be deployed on levels 3 through 8 for speed and precision. R.D. Olson also secured an after-hours permit for concrete pours to minimize disruption to the surrounding neighborhood during construction.  

Nova will mark R.D. Olson’s fifth project with Meta Housing, a partnership that has produced a growing portfolio of affordable housing across California. In addition to Vale, previous collaborations include Lamp Lodge (Los Angeles – 82 units), Stony Oaks Apartments (Santa Rosa – 142 units), and De Soto (207 units) -- a fellow Woodland Hills development that broke ground in January and is integrating artificial intelligence for concrete slab layout.
