Will County Selects F.H. Paschen as Construction Manager for New Transportation Maintenance Garage

Modern Complex Will Upgrade Fleet Maintenance and Winter Road Response Across Eastern Will County
JOLIET, ILLINOIS - The Will County Division of Transportation (WCDOT) has selected national infrastructure builder F.H. Paschen as the construction manager (CM) for a new 55,000-square-foot maintenance facility on a 10-acre site at Illinois Route 50 (Governor’s Highway) and West Industrial Drive in South Suburban Monee.
WCDOT maintains more than 620 lane miles of highway across the county using four regional maintenance hubs. The existing Monee garage, built in 1970 to service eastern Will County, is structurally deteriorating, lacks sufficient bay space for modern equipment, and operates with an undersized salt dome. The planned replacement facility includes multiple maintenance bays for heavy trucks and plows, administrative offices, staff locker rooms, a break room, and training space.
Outside the primary building, site work includes a new, larger salt storage dome and a government vehicle fueling station. Site plans protect the adjacent wetlands area bordering the property.
"F.H. Paschen is built to deliver specialized public works facilities like this for local governments in suburban Chicago,” said Josh Curran, Vice President at F.H. Paschen. “Our team knows how to guide these municipal projects from preconstruction through turnover to build projects that serve the community’s public works needs for decades."
The project is currently in preconstruction, with groundbreaking scheduled for spring 2027. TRIA Architecture leads the facility design. The WCDOT Monee garage adds to F.H. Paschen’s expanding suburban Chicago portfolio across municipal, educational, and civic infrastructure. Recent suburban work includes a memorial project for The City of Highland Park, a school addition in West Suburban Harwood Heights, and a combined senior center with an 80 unit senior housing community for West Suburban Leyden Township.
"Local mayors and managers throughout the Suburbs of Chicago choose F.H. Paschen because we understand how local government actually operates," said Tom Cross, Chief Growth Officer at F.H. Paschen. "Suburban leaders trust us to work on critical infrastructure projects and build the long-term future of their communities."
With more than 120 years of continuous operations, F.H. Paschen delivers major public-sector and private-sector construction projects. Specializing in complex heavy civil systems, Paschen constructs highway bridges, airport runways, transit corridors, and municipal water networks across the United States. Beyond infrastructure, the company builds commercial, institutional, and municipal facilities, including airports, hospitals, parks, schools, fire stations and corporate headquarters
