New Construction Phase Advances at Gateway at Buckland Development in South Windsor

SOUTH WINDSOR, Conn. — A new phase of construction is poised to begin at the Gateway at Buckland development, marking another step forward for the long-anticipated mixed-use project in South Windsor.

JLN Contracting announced it has been awarded Phase 2 building construction, which includes three new retail buildings at the site. According to the contractor, each structure will exceed 9,000 square feet, adding to the project’s growing commercial footprint.

In a social media post, the company said work is expected to begin at the end of April, pending final permit approvals, with an estimated construction timeline of approximately 10 months.

Phase 2 Scope and Construction Timeline

The upcoming phase will include both sitework and vertical construction along Buckland Road and Gateway Boulevard. JLN Contracting noted that the three retail buildings will be constructed concurrently but staggered by four to six weeks to manage workflow and coordination.

This phase will move forward alongside ongoing Phase 1 infrastructure work, which includes roadway improvements within the development. The overlapping timelines highlight the project’s phased approach, allowing multiple components to progress simultaneously.

Town records indicate that the contractor’s timeline and scope are consistent with previously approved plans.

Development Plans and Long-Term Vision

According to Planning and Zoning Commission minutes from Dec. 9, 2025, Phase 2 includes completion of sitework, construction of three of four planned retail buildings and preparation of a pad site for a fourth structure.

The approved modified site plan spans multiple parcels along Gateway Boulevard and Buckland Road and calls for approximately 38,240 square feet of retail space and 50,400 square feet of office space.

Commission documents show that the project design evolved during the approval process, shifting from two larger retail buildings to four smaller multi-tenant structures. The revised layout is intended to provide greater flexibility in attracting a mix of tenants.

Project representatives indicated to town officials that the development is targeting retail, restaurant and service-oriented businesses. However, no tenants have been publicly identified in official filings to date.

Municipal records show the modified site plan — listed as application 25-51P — was submitted on Nov. 18, 2025, and approved on Dec. 9, 2025. The broader Gateway at Buckland project has been in development since at least 2019, with earlier approvals granted in 2019 and 2020.

As construction progresses, local officials and developers continue to position the project as a key commercial hub in the region, with the potential to expand retail and office opportunities in South Windsor.
